Dr. Connie Hoe

Research Group Lead

Dr. Connie Hoe is an Alexander von Humboldt Research Fellow and Research Group Lead at Heidelberg Institute of Global Health. She is also a tenure-track Assistant Professor at Johns Hopkins Bloomberg School of Public Health (currently on a leave of absence). Her research focuses on the commercial determinants of health policy with a specific focus on risk factors for non-communicable diseases and injuries; specifically, Connie utilizes social science theories and methods to explore the process and determinants that lead to public health policy adoption, implementation, and compliance. This also includes understanding the role of evidence in decision-making. Thus far, Connie's work has been funded by the World Health Organization, German Research Foundation, Bloomberg Philanthropies, Horizon Europe, and US Right to Know.  

As a consultant, Connie has had the opportunity to advise the Asian Development Bank and the World Health Organization. She has also had the opportunity to serve as expert reviewer for the World Health Organization, expert for the Implementation Hub, International Union Against Tuberculosis and Lung Diseases, and expert for the Commonwealth Road Safety Initiative.
